The «energy» thematic vouchers are granted to SMEs for
- a partial
- a global
simplified energy audit;
Public support is set at 75% of eligible costs excluding VAT.
For the overall energy audit, the maximum annual grant is € 6,000.
For the partial energy audit and the pre-feasibility study, the
yearly maximum amount of the public support is set at € 5,000.

The types of eligible costs cover the services for
- a partial
energy audit : systematic procedure in accordance with the minimum specifications;
- a global
energy audit : energy audit applied to all buidings and industrial
processes present in the same perimeter;
simplified energy audit : audit in accordance with the minimum
pre-feasibility study : study conducted in accordance with the minimum

The combination of the «energy» voucher with
other subsidies granted by the Walloon Region, the Communities, Provinces or Municipalities
for the same study or investment is prohibited.
* Can benefit from
the «energy» voucher, the SME : the legal person
carrying on an economic activity, registered with the BCE and incorporated as a
commercial company, and whose main operating site is located in the Walloon
region, employing less than 250 workers and whose yearly turnover is less than
€ 50,000,000 or whose yearly total balance sheet is less than € 43,000,000.

this voucher, pursuant to the «de
minimis» Regulation, the following
- fisheries and
aquaculture sector (NACE-BEL code : 03);
- sector of the
primary production of agricultural products (NACE-BEL code : 01.1 to

a) the amount of the
aid is set on the basis of the price or quantity of the products of this type
purchased from primary producers or put on the market the enterprises

to the fact that it is partially or entirely transferred to primary producers.
The services provisions
including the eligible costs must be implemented within 12 months from the date
of admissibility of the application file.

The pre-feasibility study is conducted on existing plants
except when it concerns a renewable energy source plant or a cogeneration
* Services providers
The simplified energy audit must be conducted
by an auditor AMURE-approved jointly in the areas of buildings, industrial
process, lighting and renewable energy-cogeneration.
The other studies or audits should be
conducted by AMURE-approved energy auditors pursuant to Annex 6 of the A.G.W.
of 27.02.2014, - M.B. of 03.04.2014.
The enterprise selects the services
provider to carry the audit.
The application for support can be
directly sent by the enterprise or the service provider.
It is submitted through the web
platform http://www.cheques-entreprises.be and
is processed electronically.
Following registration with this
platform, a service provision agreement should be established with a provider
approved for the voucher.
When applying, the application file
must contain the following documents :
1° the application for
the voucher generated by the platform;
2° the agreement
between the beneficiary and the provider generated by the platform. It can be
supplemented by specific elements for the support applied for;
3° the «de minimis» certificate;
4° the SME
The SPW Territoire, Logement,
Patrimoine, Energie verifies the eligibility of the application for subsidy
within 5 working days, as a maximum period of time, from the submission of the

B. Payment of the
The payment of the SME to the issuer which
constitutes its share for the coverage of the services is 25% for the overall,
partial and simplified audits and the pre-feasibility studies.
C. Request for
At the end of the service, the service
provider transmits his invoice and a services report
generated by the web platform http://www.cheques-entreprises.be. The latter can be
supplemented by specific elements for the aid applied.
The enterprise validates the service
provider’s invoice and the service report on the platform http://www.cheques-entreprises.be, within 15 working days.
The SPW Territoire, Logement, Patrimoine,
Energie checks the file within 15 working days before paying the service.

energy auditors can be approved in the following fields of competence :
2° industrial processes;
3° renewable energy production and
as energy auditors can be obtained by any natural person meeting, at least, the
following conditions :
1° either proving at least 5 years of experience in the area
of competence requested, or having a Master’s degree in civil engineering,
architecture or industrial engineering science;
2° being independent of any supplier of energy, equipment or
works referred to in the partial energy audit, global energy audit or pre-feasibility
3° not having been the subject, less than 3 years before the
application for approval, to a decision to withdraw approval in the compentence
corresponding to the approval applied for or a decision of non-extension of
approval by 1 year in the compentence corresponding to the approval applied

The application file includes the following
the name, address and profession of the applicant ;
a copy of the required diploma or any document attesting to the
level of experience required above in point 1) ;
a description of the technical means available to the

applicant during the last 3 years preceding the application and relating to the
area of competence for which the applicant wishes to be approved.
3) Within 10
working days of receipt of the application file, the SPW Territoire, Logement,
Patrimoine, Energie sends the applicant an acknowledgement of receipt which
specifies whether the application file is complete. If it is incomplete, the
acknowledgement also notes the missing documents and specifies that the
procedure begins again from the reception of the complete file. The Minister
rules on the application within 45 days from receipt of the complete
application file. The approval is granted for a period of 5 years from the
notification of the Minister’s decision and is renewable when the energy
auditor has, during the expired approval period, conducted at least 3 audits or
studies in accordance with the requirements for each area of competence for
which the approval is applied for. The application for the renewal of the
approval is introduced in accordance with point 2) above and at the latest 120
days before the expiration date of the approval.
4) If it is
impossible for an applicant holding one of the diplomas mentioned above in
point 1) to produce in his application for approval the reports referred to
above in point 2), the approval has a 1-year duration from notification of the

Logement, Patrimoine, Energie examines the quality of the reports on the basis
of quality criteria. Within 30 days of receiving the reports, an
acknowledgement of receipt is sent to the beneficiary stating whether the
above-mentioned check has revealed no breach.
the latest 40 days before the end of the 1st year for approval, the Minister
shall notify the beneficiary of the approval of the non-extension of the latter
in the event that the checks have revealed repeated shortcomings as well as in
the case where the approved energy auditor has not produced the reports.
the end of this 1st year of approval, if the SPW Territoire,
Logement, Patrimoine, Energie, during the aforementioned checks, has not found
any repeated failure, the approval is extended by the Minister for a renewable
period of 4 years.
5) The SPW Territoire, Logement,
Patrimoine, Energie may require the auditor to correct the audits or studies of
poor quality. When it finds shortcomings in an audit or study, it informs the
auditor thereof by a mail that mentions the audit or study report(s) concerned
as well as the quality criteria of which the shortcoming has been found and
invites the auditor to be heard. Following this hearing or if the approved
energy auditor refuses to be interviewed, the Minister decides to send a
warning, to suspend or to withdraw the approval.
6) The SPW Territoire, Logement,
Patrimoine, Energie publishes and manages on the energy portal site http://energie.wallonie.be, the
list of the energy auditors approved in the following areas : building,
industrial processes, renewable energy production and cogeneration and
